Most water saving shower heads are rated at 2.5 gallons per minute at 80 lbs. of water pressure, which is 16 minutes of hot water. If you previously had more hot water than you do now perhaps your water heater has a bad element or thermostat. Another consideration is if you live where there is very cold weather, the water entering the water heater will be a lot colder and will take longer to heat.
